Little democracies :Sampat Pal of the Gulabi Gang in Bundelkhand





India has been facing a crisis of conscience almost since the first day of Independence, with serious doubts about the viability of democracy for such a vast and varied population. The doomsayers have become ever more strident as the republic ages. They point to a parliament filled with placemen and hustlers, and political parties whose principal concerns seem to be dynastic. What chance does democracy have in this atmosphere? Is it time to give up hope? Perhaps the picture will change if we change focus, adopt a worm’s eye view and look at the little democracies all around us. They don’t have stately buildings of uniformed servants, nor even the ancient trees that you see in the movie panchayats. They don’t debate lofty abstractions or issues of national importance, yet they succeed in areas where government fails. These little democracies are born from very real needs. They are the coming together of people when the state does not deliver.





Listen to Sampat Pal of the Gulabi Gang in Banda district of Uttar Pradesh’s Bundelkhand region. “There are four kinds of courts — lower court, high court, supreme court, and then, if nothing works, the baas (lathi) court.” Sampat’s philosophy is simple. Make the government work for you, and if it doesn’t pay heed pick up a lathi. “They are our servants. Public servants.” Bundelkhand is one of the poorest and most poorly governed regions of India. Sampat and her supporters were forced to devise a system to exercise the right to rule themselves. Banda district is known for corruption and violence, especially against women. Seeing women being abused and beaten made her blood boil, she said. So she decided to bring together a band of women, the Gulabi Gang.



The idea has metamorphosed into something far bigger. The Gang, armed with lathis, takes up the cause of every oppressed, poor person, not just women. They take on corrupt, ineffective mechanisms and state officials to ensure a fair deal. Anyone can be part of the Gang, even men. This ingenious (or crude, depending on your viewpoint) pressure group is like a movement in miniature, and helps people get basic requirements such as the NREGA job card or BPL cards. Now political parties want to piggyback on the Gang’s popularity. They send emissaries to the Gang, to help them with their projects. They know that the women can swing votes. The women, for their part, play their cards to the advantage of the people they represent. This sort of structure is quite fluid and it’s quite possible that you will find these ‘little democracies’ everywhere, in the remotest villages and in dingy city slums — in every disregarded corner. It must be said, though, that mainstream political parties and governments are not always this receptive to the little democracies. Take the case of the People’s Committee against Police Atrocities in the Jangalmahal region, West Bengal. This committee functions in three districts — Bankura, West Midnapore and Purulia — again among the poorest and most poorly governed in the country. It came into being, as other ‘little democracies’ have, when there was a yawning gap between the state and its citizens. The PCPA began in November 2008 in Lalgarh, West Midnapore, as a protest movement against police excesses. But its leadership decided to address the problems of the tribals the state had neglected for decades. A senior party member of the ruling CPI(M) admitted that the party has completely neglected Jangalmahal. But it didn’t stop at that. The villagers were treated brutally after a landmine blast that targeted Buddhadeb Bhattacharjee’s convoy on November 4, 2008. Police raided surrounding villages, women were assaulted and men picked up at random in a search for the perpetrators. Finally, the worm turned as the people, mostly Dalits and tribals, on November 6, 2008, surrounded the local police station and held its occupants hostage. This protest was aimed at a public apology by the erring police officers, and monetary compensation. The state, familiar with monetary giveaways, conceded that one but refused to give a public apology. But the PCPA didn’t stop at protests. It held its own ‘panchayats’ and built bunds, sank borewells, dug irrigation canals, laid roads, built small hospitals and spread its influence across three districts in a matter of one year. Meanwhile, the state sent in its forces to quell the dissenters who were on their way to setting up a little republic. It was an expression of people’s power that the state easily could have co-opted with a bit of imagination. Instead, one leader was arrested (a central intelligence officer says he advised them against such a step) and allegedly bumped off another. The strong arm of the state has crushed this ‘little republic’ and the PCPA is now seen as a terrorist organisation. Sometimes, little democracies operate well below any public relations radar. For instance, city slums have their own leaders who bargain with political parties for things like electricity, sanitation, ration cards and even the price of a vote. In Tamil Nadu, there are smaller groupings of oppressed people even in the slums — ‘panchayats’ run by Adi Andhra communities, mostly scavengers, people who migrated from Andhra Pradesh in the 1940s. In their panchayats, they help community members resolve their problems internally, rather than rushing off to the nearest police station. It is a cohesive social structure, and it becomes a political force during the elections that helps them bargain for community-specific needs a larger group may dismiss as irrelevant. These are the little currents and counter-currents of citizens’ movements that may in the long run make this country a real democracy. Right now, though, the state seems unable to recognise these movements for what they are. It has thus no clear policy of dealing with little democracies. In the twilight zone that they inhabit, they could be crushed if they become an inconvenience. On the whole, such groups are allowed to exist until a political party can negotiate with it. When the party cannot or perceives the group as a threat, it usually moves to crush the group, as happened with the PCPA, accused of being a Maoist front, despite the committee’s denial of any link. Sedition is as good a stick as any to beat an opponent because it so hard to disprove. So the real danger to their existence, ironically, comes from the state. Though they rarely cross the line and provide a valuable service besides functioning as a vent for public frustrations, little democracies are vulnerable to state action, especially if they are effective. Perhaps that is one reason why they, consciously or subconsciously, operate below the public radar. That is a real pity. Everyone, including the state, should celebrate, not just tolerate, these expressions of the popular will. It is time we realised that India is not just the world’s largest democracy but also the world’s largest conglomeration of little democracies. Unfazed by all the criticism heaped on her, Uttar Pradesh chief minister Mayawati continues to flush money into her personal agenda of parks and memorials at the expense of development. The supplementary budget of Rs 1,500 crore passed by the assembly on Wednesday sets aside Rs 500 crore for Mayawati's ongoing pet projects while drought-hit Bundelkhand gets Rs 10 crore. According to an estimate, more than 2,000 farmers have committed suicide in the Bundelkhand region in the past five years because of crop failures and debts. Similarly, eastern UP where floods wreak havoc every year, got a meagre Rs 50 crore in the name of development. Bundelkhand's paltry allocation is despite the CM's projection of herself as the champion of the region - apparently to counter Congress general secretary Rahul Gandhi's development initiatives there. This is the same region for which Mayawati has written a dozen letters to Prime Minister Manmohan Singh seeking a special aid package. But when it came to allocating resources from her own government's kitty, she chose the Ambedkar Parivartan Sthal and the Kanshi Ram Memorial over Bundelkhand. However, while the supplementary budget was being passed in the assembly, BSP state president Swami Prasad Maurya, blamed the Centre for the condition of the farmers in Bundelkhand. "The Centre must address the problems of the farmers who have been reeling under drought for more than a decade. The BSP MPs had met the PM recently and informed him that the central government had not taken any constructive initiative in this regard," Maurya said. "Mayawati has said UPA's Rs 3,506-crore drought package for Bundelkhand was paltry," he added. Reacting to "Mayawati's anti-development politics", UP Congress Committee chief Rita Bahuguna Joshi said: "Mayawati wants all development in the region to be rooted through her government. But the problem is any money given to the state government is diverted to her projects of stones and buildings." She added: "The Centre approved Rs 3,506 crore for seven districts in the region. But there is no sign of development. Now, by giving RS 10 crore, Mayawati has made it clear that she holds the poor in contempt." Govt finetunes Bundelkhand tourism circuit:Indianexpress

The Uttar Pradesh tourism department has decided to take up integrated projects to promote Bundelkhand as a tourist destination and explore the region’s potential for luring domestic and international tourists. The department has invited Expression of Interest from consultants to develop a plan for promoting Bundelkhand circuit under the Integrated Tourism Development Plan (ITDP).

Giving details, Secretary (Tourism) and Managing Director Uttar Pradesh State Tourism Development Corporation Avanish Awasthi said, “Bundelkhand region has immense potential for not just the domestic tourists, but also the foreign tourists. With historical places like Jhansi, Mahoba and Chitrakoot, the circuit certainly has all what it needs to woo tourists. And we are now planning to market it in a big way. By inviting consultants, our aim is to weave in professionals who can offer us best plans as to what all should be done for the development of the circuit and how we can sell it. After getting these plans, we will work towards improving the circuit.”

The Bundelkhand region boasts of sites like Jhansi fort and several monuments in the vicinity, including temples, the Kalinjar fort in Banda treasuring the best from ancient and medieval architecture, the Charkhari fort and Sun Temple in Kalpi in Mahoba, the Deogarh fort in Lalitpur district with temples dating back to the Gupta period and also Jain temples, and the forts and temples in Chitrakoot. According to experts, the region is not only connected to the Gupta period, but also the country’s struggle for independence. Said an official of the department, “We have our properties in all these locations for accommodation and their proximity with places like Khajuraho and Orchha makes them even more attractive. We just need a plan that can fit things into place.”


After Bundelkhand, the department will also be creating similar projects under the ITDP for Mathura and the NCR region. Said Awasthi, “Through these plans, we can realise the full potential of a destination and offer the best to the tourist.”

Budel Kesri Maharaja Chhatrasal

Budelkhand Kesri Maharaja Chhatrasal (4 May 1649 - 1731) along with Chatrapati Shivaji and Guru Gobind Singh formed a trinity of rebels who rose against Aurangzeb's rule in the 18th century. He fought under the Mughal army initially, but later took up cudgels against the Mughals in Bundelkhand and put an end to their rule in his territories.



He was born in Kachar Kachnai on 4th May, 1649, to Bundela chieftan Champat Rai and Lal Kunwar. Early in his childhood he was separated from his parents and then he had made up his mind to fight against the tyrannical rule of the Mughals. As advised by Shivaji- the Maratha warrior, he determined to fight for the independence of Bundelkhand and after his meeting with Swami Mahamati Prannath, Chhatrasal became strong and powerful. Just as Guru Ramdas showed the way to Shivaji so did Mahamati Prannath gave guidance and true knowledge to Maharaja Chhatrasal. It was with his blessings that he could establish the divine kingdom of Panna, as predicted in the scriptures as 'the heavenly kingdom on earth'. Prannath ji guided Chhatrasal in religious, social, political and economical matters. He also granted Maharaja Chhatrasal the boon to find diamonds in Panna. Chhatrasal raised the banner of revolt against the Mughals in Bundelkhand at the age of 22, with an army of 5 horsemen and 25 swordsmen, in 1671. In the first 10 years of his fight, (between 1671 and 1680) Chhatralsal met with enviable success. Within the first 10 years, he had conquered a large tract of land around the region between Chitrakoot and Panna in the east, up to Gwalior in the west, and from Kalpi in the north to Sagar, Garah Kota and Damoh in the south. Some of the reputed Mughal Generals who were defeated by him are Rohilla Khan, Kaliq, Munawwar Khan, Sadruddin, Sheikh Anwar, Sayyid Latif, Bahlol Khan and Abdus Ahmed.

Maharaja Chhatrasal captured Mahoba in 1680. Upon his death in 1732, Chhatrasal bequeathed Mahoba and the surrounding area to the Maratha Peshwa Baji Rao I in return for Baji Rao's assistance against the Mughals.

In the second phase of his struggle between 1681 and 1707, Chhatrasal suffered a few reverses, but because Aurangzeb had also to protect his southern territories which were continually under attack by the Marathas, he was able to resist the Mughals.

After Mahamati Prannath, the entire responsibility of promoting the faith fell on Chhatrasal. Like the Buddha's disciple Emperor Ashoka, Chhatrasal was a talented missionary. He endeavoured to promulgate the Krishna Pranami / Nijanand Sampradaya of Mahamati Prannath. As an organised team both abroad and at home, a learned group of enlightened souls continued propagating and practising the teachings of the Mahamati. By their works and verses drenched in the doctrine of love for the Lord they were the source of great strength for their followers. Their areas of work were sufficiently large and by the sheer fruity of their lives and simplicity of principles they could always get a responsive audience. Noble souls like Laldass, Mukund Dass, Braj Bhushan, Hans Raj, Gopal Dass, jugal Dass to mention a few, were successful in bringing several families on the fold of prananmi cult.

The major centres of this religion are Jam Nagar, Panna, Surat Allahabad, Haridwar, Delhi, Karnal, Jaipur, Kalimpong, Bhiwani, Sherpur etc. A large number of pilgrims flock to these places to take part in the annual congregations. In recent years many scholars have been attracted to this religion and researchers are doing a commendable job to unearth and publicize the main contribution of this religion.

The two-day 'Bundeli Samaroh-2010' would be inaugurated today by Governor Rameshwar Thakur in Shaheed Bhavan near MLA Rest House in capital Bhopal under the aegis of Akhil Bhartiya Bundelkhand Sahitya and Sanskriti Parishad. The festivity would mark the birth anniversary of Bundel Kesari Chhatrasal.


The function would be chaired by Finance Minister Raghavji and addressed by Minister for Culture Lakshmikant Sharma. On this occasion, the Governor would release senior litterateur Kailash Madbaiya's two important literary creation - an illustrated poetic scripture 'Jai Veer Bundele Jawanan Ki' (Hail the Gallant Bundeli Soldiers) and a historic gazette 'Vindhya ke Bankure' (Brave Men of Vindhya Region). He would also honour three senior personalities of Bundelkhand region with national award


The celebration would begin from 8 a.m. in the morning by floral tribute offering at statue of Chhatrasal at Chhatrasal trisection, Tin shade. MP Kailash Joshi would be the chief guest of the function on this occasion, which would be presided over by Mayor Krishna Gaur.
A literary meet of litterateurs, artists from all across the Bundelkhand would begin from 5 p.m. in the evening at Shaheed Bhavan in which literary recitation on folk literature would be held.
The main function would be inaugurated at 7 p.m. by Governor Ramehwar Thakur. A grand presentation of Rai folk dance would be showcased by 16 dancers led by international fame Ramsahay Pandey from Sagar. A national poetic meet of Bundeli dialect would also be organised by the Bundeli Festival

Move aside exotic international dishes. Here's a cuisine that can give signature Indian dishes a royal run for their money. Shocking but interesting, these dishes come from the ‘tribals in the jungle areas of Madhya Pradesh, Jhansi and Indore. Another surprising fact is that these foods are mostly vegetarian and has speciality of Jainism.

Taj Banjara in its effort to introduce these never-before-tried cuisine, bring the Bundelkhand food festival.

Termed as ‘tribal cuisine experience' the uniqueness of the taste lies in the style of preparation; the use of raw materials and extensive consumption of different types of millets. Bundelkhandi cuisine claims its roots back to the Jain cuisne.

The speciality is the unique amalgam of wheat and milk with local culinary products. Bundelkhandi cuisine extensively uses clay pot for the preparation of their food and the fact that it is cooked on firewood gives it a unique flavour. The famous dishes of the region are Kunde Ka Bhatta, Murar ka kebab and Tapu. The rice variety is also unusual, one famous being the Kodu til ka bhaat. The two types of rice widely used in this region are Kodu and Kudki. Kodu til ka bhaat is a preparation of rice with black sesame.

In an effort to preserve and revive this cuisine, Chef Manish from Banjar Tola and Kanha National Park has documented the cuisine. He is brought to the city to share these unexplored flavours with food connoisseurs here.

Most of the dishes contain very little oil and no use of artificial flavours. The dal prepared from green sprouts is to be tried. The kunde ka bhatta is somewhat similar to the traditional baigan ka bharta but it has a different steamed feel to the dish. Also the use of the green egg plant gives the dish a bland taste. The puris of the region are made from bajra and jawari and should be tried. In the non-vegetarian range, fish is generously served. Some dishes are Bhunji Macharia, Macharia ke kebab or Machariya tarkari.

The Bundeli gosht and Sighdi wala kukra are two dishes that needs a special mention. They go well with the masala rice.

The desserts are a few but nevertheless each of them should be tasted. The best of them is the Rass kheer a sweet dish which is prepared by mixing the extracts of the mahua flower with milk and millets no sugar is added in this.

The food fest at Taj Banjara will be on till May 9 only for dinner and a meal for two will cost approximately Rs. 1500.

चौदहवें बुन्देली-उत्सव बसारी में :भास्कर

बुंदेली-उत्सव के तीसरी संध्या पर बधइया एवं दलदल घोड़ी नृत्य ने मचाई धूम भास्कर संवाददाता &छतरपुर (chhatarpur)21 अप्रैल 2010 बसारी में चल रहे चौदहवें बुन्देली-उत्सव की तीसरी संध्या पर बुंदेलखंड (bundelkhand) की विभिन्न लोक परंपराओं एवं लोक संस्कृति पर आधारित गायन एवं नृत्य आदि की प्रस्तुतियां हुई। कार्यक्रम का शुभारंभ मुख्य अतिथि विधायक ललिता यादव के द्वारा किया गया। श्रीमती यादव ने कहा कि भौतिकवादी युग में हम अपने आपको भूल रहे हैं ऐसे समय में बुन्देली विकास संस्थान के बैनर तले बुंदेली परम्पराओं, मान्यताओं, रीति रिवाज, वेष भूषा, लोक कला, संस्कृति एवं धरोहर की रक्षा का प्रयास अतुलनीय है।आज लोगों को इन सब आयोजन के लिए न तो सोच है, न ही समय। परिणाम स्वरूप आदमी का जीवन नीरस होता जाता है। कार्यक्रम की अध्यक्षता कर रहे परशुराम शुक्ल ने कहा कि बुंदेली संस्कृति पर संकट के बादल है एवं बुंदेली भाषा विलुप्त हो रही है। बुंदेली परिस्थिति पर यह संकट खड़ी बोली नहीं बल्कि अंग्रेजियत के कारण है। आज प्रत्येक व्यक्ति अपने बच्चों को अंग्रेजी माध्यम के स्कूलों में शिक्षा देना पसंद कर रहे है। जिसके कारण वे लोग अंग्रेजी व खड़ी बोली तो सीखते है, लेकिन बुंदेली नहीं। बुंदेली उत्सव २०१० राव बहादुर सिंह सम्मान डॉ. अवध किशोर जडिय़ा हरपालपुर तथा परशुराम शुक्ल विरही देवीपुरम शिवपुरी को दिया गया। डॉ. जडिय़ा ने बुंदेली भाषा में अनेक ग्रंथ लिखे हैं। वहीं डॉ. परशुराम शुक्ल ''विरहीÓÓ ने भी बुंदेली आलोचना के क्षेत्र में महत्वपूर्ण योगदान दिया है। उत्सव की तीसरी संध्या पर विभिन्न लोक परंपराओं एवं लोक संस्कृति पर आधारित गायन एवं नृत्य में कछियाई प्रतियोगिता में प्रथम स्थान जय दुर्गा मंडल भावनीपुरवा एवं द्वितीय स्थान रंगी मंडल महोबा ने प्राप्त किया। कहरवा प्रतियोगिता में प्रथम स्थान हर्षित कला मंडल सागर तथा द्वितीय स्थान बजरंग मंडल बसारी ने प्राप्त किया। सोहर प्रतियोगिता में प्रथम स्थान संध्या सरमन व सखियां उरई (जालौन) ने तथा द्वितीय स्थान गिरजाबाई सागर ने प्राप्त किया। इसी तरह ढिमरयाई प्रतियोगिता में प्रथम स्थान लीलाधर व साथी कर्रापुर सागर एवं द्वितीय स्थान सत्संग मंडल, परसौरिया दमोह ने प्राप्त किया। अहिरवारी बैठक में प्रथम स्थान कुन्नाई अहिरवार कर्री एवं दूसरा स्थान कालीचरण अहिरवार बुदारा ने प्राप्त किया। दलदल घा़ेडी में प्रथम स्थान बजरंग मंडल बसारी एवं दूसरा स्थान गुरू अहिरवार व सार्थी कर्री ने प्राप्त किया। बरने प्रतियोगिता में प्रथम स्थान गिरजाबाई सागर एवं द्वितीय स्थान रमाबाई सागर रहीं। इसके साथ कई अन्य सांस्कृतिक प्रस्तुतियों में गोट में मूलचन्द्र पाल, बधइया नृत्य में नवरंग लोक कला मंडल सागर एवं सैर में भगवानदास सभापति छतरपुर (chhatarpur) सराहनीय रहीं। sorce:भास्कर

Bundelkhand News : Apart from a university in the Bundelkhand region, the state cabinet also decided to establish 14 new government colleges
The Government of Madhya Pradesh has decided to set up a university in the backward Bundelkhand region of the state.

"The decision has been taken at a meeting of the state cabinet chaired by Chief Minister Shivraj Singh Chouhan," Parliamentary Affairs Minister Narottam Mishra told mediapersons here, reports IANS.

Apart from a university in the state's backward Bundelkhand region, the state cabinet also decided to establish 14 new government colleges in the state, Mishra said.

Besides a decision to give UGC pay-scales to teaching and non-teaching staff of the colleges from January 1, 2006, the state cabinet decided that the retirement age of the teaching staff of universities and colleges will also be raised to 65 years from the present 62 years, he said.

However, those retired teachers who would be engaged as guest faculty would be entitled for the job till 70 years of age.

Similarly, the cabinet also decided to raise the age of retirement of Vice-Chancellors from the present 65 years to 70 years, he said.

कार्यक्रम का आयोजक डाक्टर एस. सी एल .गुप्ता जी के सहयोग से किया किया गया होली की शुभकामनाएं के साथ डाक्टर एस. सी एल .गुप्ता ने कहा कि हम आगे भी इस तरह के कार्यक्रम का आयोजित करते रहेगे ताकि लोगों में आपसी सौहार्द और भाईचारे को बढावा मिल सके रंग-रंगीली होली रंगों के इस त्योहार को लेकर संगम विहार और आस -पास में उत्साह का माहौल था । होली मिलन और सांस्कृतिक कार्यक्रम की तैयारी में विभिन्न संगठन दिन रात जुटे रहे संगम विहार के सभी संगठनों द्वारा कार्यक्रम की सफलता की पुरजोर कोशिस की गयी जिससे दिल्ली को संगम विहार और बुंदेलखंड कि ताकत का आभाष हो सके ।




इस समारोह में रंग गुलाल तो उड़ें ही साथ ही साथ हास्य व्यंग और रंगारंग व्रज, बुन्देली, पंजाबी, भोजपुरी के गीत संगीत एवं अन्य कार्यक्रम का लोगो के लुफ्त उठाया





राष्ट्रीय बुंदेलखंड जन विकास मंच और डॉ.एस. सी. एल. गुप्ता विगत कई सालो से दिल्ली में कई तरह के कार्यक्रम कराते आ रहा है।
